In a bid to make bidding and auctioning of property of loan defaulters more transparent, the Ministry of Justice and Rwanda Development Board (RDB) launched a digital bidding platform that is aimed at making the enforcement of orders more efficient and devoid of malpractices.

Urubuga rw’Itangazamakuru “(Club de la Presse) of this Sunday 20-06-2021 broadcasted in synergy by eleven radio stations across the country and a Television (TV Isango star) focused on “Digital Judgment Execution  and Property Auction”

The guests said that even though there is no concrete research about the perception of the general public on the execution of court’s decisions and other enforcement documents, a number of people attributed a bad reputation on the execution procedure more specifically on the auction which turns around the credibility of execution of enforcement orders

Some issues constituting several claims include:

1. Devaluation of properties to be auctioned;

2. Lack of information about the current situation of the case where some people claimed to lose contact with the bailiff in charge of their case’s execution;

3. Professional misconduct based on missing the procedure with bad intention;

4. Security issues during auction process because of the big number of blockers on the site.

The platform accessible at auction/ will be a huge relief to property owners who over the years lamented about ‘dirty practices’ by court bailiffs and bidders who used to connive to under-price properties, leading to losses for the banks and owners.  It will also make it possible for potential bidders outside the country to participate in the auction exercise.

The audience appreciated this process saying that it is a better solution to curb corruption.

 “Court bailiffs would normally be bribed by property owners to delay the process of transferring properties or even the auction itself while in other cases they connive with the valuers to undervalue properties to discourage sellers and bidders.” Said a citizen from Gasabo district
