The Commonwealth Heads of Government Summit (CHOGM) that was scheduled to take place in Kigali next month has been postponed for the second time.Commonwealth Secretariat, in Agreement with Rwanda, took the decision following a hike in number of COVID-19 new cases and related deaths since April 2021 among Commonwealth member countries most of which have now taken several travel restrictions.

The secretariat appreciates Rwanda’s readiness and said the new dates will be announced depending on COVID-19 trends.

The guests first explained the seriousness of the meeting, which Rwanda was ready to host, and said that it was a great meeting for the participants, including the Heads of State and Government, the private sector, and about 10,000 different experts.

The invitees pointed out that hosting CHOGM leaves a lasting impression on the host country, both public and private, as long-term infrastructure is being built and used to attract international investors to the country.

Postponement of the Summit at the last minute shows that it is a loss on one hand because both the public and the private sector had invested heavily in the preparations with the construction of infrastructures, hotels and more, which could have the impact of the economy, especially on those who have borrowed money from the banks expecting to pay back after the summit.

On the other hand, the invitees argued that despite Rwanda's "extraordinary preparations", according to a recent review by the British Commonwealth Minister, Tariq Ahmad, the decision to postpone it was appropriate compared to the global prevalence of Covid-19.

More than 32 million people now make up 1/5 of the world's 157 million people infected with Covid-19 in the Commonwealth.

What’s even more alarming is that of the five major Covid-19 types already on Earth, three are from Commonwealth countries. This type is the first to be found in the United Kingdom, South Africa and India.

Aside from the fact that the Indians are suspected of being more contagious, the South African and British origins have already been recognized as having the ability to spread and kill faster than usual from China, which is also the first in the world.

All of this has two side effects. First, the reception of up to 10,000 people, who are in the same place and stay for more than three days, while coming from different parts of the world, could lead to the risk of spreading the Covid-19 epidemic in Rwanda.

It would be a serious problem for Rwanda to be left with a new Covid-19 type, so that the thrill of economic reunification through CHOGM could turn to ashes, and find instead strategies such as Staying Home to be needed again to prevent the spread of Covid-19, and economic it was exacerbated and further degraded.

Second, apart from the concerns of Rwanda, it is very likely that even the participants in the conference may be concerned about their own health, choosing not to attend.

If this were the case, perhaps it would be necessary for CHOGM to do so through technology, which would not have much of an impact on the Rwandan economy, which was expected to come to fruition in hosting the summit.

They concluded that such a meeting should focus on long-term benefits rather than short-term benefits.
