The developing country like Rwanda has several challenges to meet and several objectives to achieve including economic development.

Nevertheless, well-designed public procurement law with effective enforcement promotes economic growth and full employment for the benefit of all stakeholders.

It is therefore incumbent on the authorities in charge of public procurement to ensure compliance with the provisions of competition during the public procurement that all players can enjoy the advantages of fair competition.

Aware that public procurement plays a very important role in the economy of the country and represents a significant share in the gross domestic product of the country; Urubuga rw’Itangazamakuru” (Club de la Presse) talk show of this Sunday 30th August 2020, broadcasted in synergy by ten radio stations across the country and one Television (TV Isango star) focused on "Law Enforcement in Public Procurement”

The invitees pointed out that there are still gaps in the public procurement and it is sometimes done illegally.

Mrs Goreth from RPPA said that steps have been taken; there are many solutions that have been already   found   to facilitate public procurement bidders. There is a big  process  to day on public  tender while they set online application  called e -Procurement, everyone can bid  and afford   public tender  without  bringing a documents on office ,they go online and  get all requirements and criteria ,if you don’t have all required documents ,  the system  rejected your  request immediately.

 However   there are still problem to be solved where bidders are required to have experience, entrepreneurs who are awarded contracts while they do not meet the requirements, those who do not pay for their employees, government’s late payment to entrepreneurs etc.

Immaculée from Transparency International said that public procurement is not fair up to now; many government institutions   have their own companies they work with and negotiate some money to give as corruption.   

This also affects the entrepreneurs because the money they are left with after bribing these officials is not enough to pay their employees.

The analyst Alexander said that there are facts of injustice in public procurement, the procurement system criteria are favors some small companies which accept to give bribes to procurement officials. He argued that even most of the entrepreneurs are not even aware of the use of e-procurement technology.

The public participated on talk show said they are disappointed for the public procurement, some entrepreneurs shared their testimony saying that their bidding files have been   rejected because many public Institutions have their own companies they work with.
